Donald Morgan

Donald R. Morgan serves as the Housing Program Manager and Planner at the Apalachee Regional Planning Council (ARPC) in Tallahassee, FL. He holds a Bachelor of Science degree in Urban and Regional Planning from Alabama Agricultural and Mechanical University in Normal, AL as well as a Master of Science degree in Urban and Regional Planning and Master of Public Administration from The Florida State University. Donald’s degree specializations include land use planning, housing and community development, and public financial management. During his time at the ARPC, Mr. Morgan has focused on disaster recovery in the Apalachee region, particularly through the administration of the Hurricane Housing Recovery Program (HHRP) in Calhoun County. Additionally, he and ARPC Housing staff were instrumental in providing COVID- 19 relief through the Coronavirus Relief Fund program (CRF) in Calhoun, Gulf and Liberty counties, respectively. In his capacity as Housing Program Manager and Planner, Mr. Morgan also partners with Special Projects at ARPC to assist with grant writing, research, and grant administration efforts on behalf of local governments through the Apalachee Region. Donald is an ordained minister in the Lord’s Church and is commissioned as a Notary Public in the State of Florida.
